The Principality of Andorra has a unique political system — a diarchy. Under the 1993 Constitution, the country is jointly governed by two co-princes: the Bishop of Urgell (Spain) and the President of France. They serve as guarantors of Andorra’s independence and equal relations with Spain and France. Their powers are strictly regulated and mainly limited to participation in drafting international agreements related to internal security and Andorra’s sovereignty.
